Michael Fry, director of conservation advocacy for the American Bird Conservancy, argues in an op-ed in today's Los Angeles Times that new guidelines currenty being drafted by the U.S. Fish & Wildlife Service to protect migratory birds from potential impacts from wind energy development should be mandatory, not voluntary, as some have argued.
