Louis Sahagun is reporting in the Los Angeles Times that public health nonprofits and concerned citizens plan to file an administrative complaint with the Department of Justice alleging that the state's planned closure of 100 state parks would violate federal law by focusing adverse effects on minority and low-income communities.
