Then you thought it was toast after the Assembly shot it down during the budget debate, but you were wrong again. Then maybe you thought it was over when a new bill was voted down in the last days of this year's legislative session, but you were wrong yet again. No, this idea to give Houston-based Plains Exploration & Production Co. new leases to drill off the California coast just will not go away. According to the Los Angeles Times, a new proposal will be introduced during a special session this fall to sidestep the State Lands Commission and push this idea through.
