Citing dangers to marine life and damage from spills, the nation's top ocean scientists are urging the federal government to greatly curtail plans for expanding offshore oil drilling. The scientists from the National Oceanic and Atmospheric Administration specifically said that a buffer zone should be created around Santa Barbara, where a proposal for new drilling keeps rising to the surface.
