Our failed promise to Central Valley birds
In 1992, Congress mandated certain minimum water levels to 19 Central Valley wildlife refuges. These refuges are the last vestiges of wetland habitat in the Central Valley, and are critically important for migratory birds. Sadly, as this graphic shows, we have not kept our promise to the birds.
